Extract content from Word and PDF documents into HTML files

We need some C# code which:
- Provides a method to which we can pass the file name of a Microsoft Word or PDF file
- Extracts every page of the Word or PDF document into separate files on disk
- Each file must be in HTML format and completely self-contained with css embedded
- Images must be referenced using normal html (eg <img> and also be placed on disk as relative files
- It should be possible to open one of the html files in a browser and view the page exactly as its original (width adjustments due to web page layout is acceptable).
- The styling must not interfere with any of the standard html/css notations as these files will be embedded in existing web pages which use Bootstrap
- The styling must not use absolute positioning as this interferes with hosting in web pages
This work is essentially about getting fully styled text and images out of Word and PDF files into html files, one page per file, programmatically, ideally not requiring Word or Adobe products to be installed.
Currently, we use a command line executable, but it only extracts text with no styling or images, therefore, we want to replace this.
