Comprehensive proposal required to launch a new crypto coin

We need the services of a cryptocurrency expert to launch a new coin. The expert must have previous experience of launching a new coin. The proposal should include the suggested operational aspects of the coin, the mining method, the blockchain and wallet to be used, the paid and open source software to be used, the benefits of the suggested mining method, blockchain, wallet and software compared to others, the suggested hardware for all of the above, any computer programmers or IT persons needed to program or setup all of the above - how many persons for what duration, the time duration required to set up all of the above from scratch, test the hardware and software setup and launch the coin. The proposal must also include a suggested budget for all of the above and the cost for the time duration required up to launch.
