Fix Android APP to start with the IP from server.

1 - The android application has an IP configuration button, which required the save button to display a configuration message has been saved.
2 - This setting is the server IP that is edited in the application, this IP must enter the start variable saved in SharedPreferences.
When starting the application this IP should be used in the URLS variable but presents the error "non static field cannot be referenced from a static context".
3 - And if variable at SharedPreferences is empty or null, open the configuration to insert.
4 - If the page doesn't load, open the configuration to insert or update the IP.
