Android Smart Banner via Google Tag Manager

I'm not sure if this is possible, but we will see.

I need an Android (only) Smart Banner for my mobile website ([login to view URL]). I don't have access to a lot of the files of the website, but I do have access to the Google Tag Manager.

I would like the android Smart banner to show ... an "x" out button, BlackGuide Icon, 5 stars, stating "By National Black Guide LLC", and a download button or text.

The download button/text will just direct them to [login to view URL] website where they can download one of the android app versions (Amazon or Samsung).

*** We are not able to be approved on Google Play ... so for all android users who come to my mobile web ... I want to direct them to our [login to view URL] website where they can download the Amazon Apps or Samsung Galaxy Apps version for android.

*** I only have access to Google Tag Manager ... so when the code is ready ... I would like to do a screenshare via TeamViewer to help me install the script via Google Tag Manager

If you have an iOS phone ... if you go to [login to view URL] you can see the Apple Smart Banner. I want the Android to have the similar look.
