fix algo and filter DB- web filtering

1) Fix classifier algorithem and code and make sure it tuned for better accuracy

2) Fix false positives could change the weights for the Scoring

3)Fix Code of algorithem to make sure with fixed DB structure that Speed wise it is fast unless it is analyzing a site newly. Would

4) The DB needs to be cleaned up - since this affects the classifier.

5)add in code to automatically do this as part of its work

Pls do great fixing job and we need it ASAP
