I need someone to build me a solution / application that can:

1. Allow users to select basic field parameters (form) such as start stop dates
2. Search an external (web-based) data source
3. Output results to a spreadsheet
4. Display results in a one-page PDF report

If you're serious, write "Howdy Neil..." at the start of your response and I'll know you actually are reading what I took time to write.

- Data Source: https://www.fpds.gov/
- User defined fields on a simple form: Department; Date Range (based on Date Signed); Congressional District)
- Tool should be web-based so it can be added to my site
- Output should be a CSV with all allowable data from the source
- PDF should show Department Name; Congressional District; Date Range (Start and Stop of Date Signed); Total Amount Obligated; Amount Obligated to Vendors in matching Congressional District; Number of Unique Vendors (based on DUNS); Top 10 Vendors (based on obligated funds); Top 10 NAICS (based on obligated funds).

This seems like a simple project and the data is publicly available. What else do you need to know about this project?

First one to build a working prototype application will win contest. I plan to use the prototype to seek additional funds for additional requirements.

    Howdy Neil. Should the user form parameter for Congressional District be for Place of Performance Congressional District, or for Vendor Congressional District Code?

    Howdy Neil. Could you please post an example of the data you're trying to retrieve from the data source (https://www.fpds.gov/)?

    You have pointed out:

    I understand that these are the keywords I should be retrieving (values of). But I and the other freelancers are having a little difficulty figuring out where the data mining should be done. If you could provide an example output, it would help us see the solution very clearly.

    Some clarification based on requests:
    1. The sample, manual filter looks like this: navy CONTRACTING_AGENCY_NAME:"DEPT OF THE NAVY" SIGNED_DATE:[2017/10/01,2018/09/30] VENDOR_ADDRESS_STATE_CODE:"VA" VENDOR_CONGRESS_DISTRICT_CODE:"10"

    2. I've attached a sample export with this data from the website. On the sheet, I highlighted the columns in yellow that match what I'm asking for on the report.

    3. You can ignore the "Total Amount Obligated" since the "Amount Obligated to Vendors in matching Congressional District" gives me that needed data.

      I'm not sure if there is an API. If there is, you can find it on their web site listed in the help section where they describe how the data can be used and how it is organized.

      Fylin - the pdf should be a data summarization of all returned rows of data, so the PDF would actually be very limited in data. The work is around the data crunching to put into the PDF.
