William Garner is a certified eLearning specialist who is also an award winning designer and Flash programmer. As a founding member of Tipping Point, Bill instinctively combines the creative with the technologically innovative. His cutting edge Flash work has won him industry acclaim and his websites have likewise been honored with dozens of awards for creativity, usability and craft. His design and programming work for TD Bank WOW! Zone for instance, set the standard for online learning for children. That work continues in a current project for which Bill is overseeing and developing an eLearning tool to teach parents and children with CF about nutrition. Other eLearning and Marketing clients include, Waste Management, Merck, Novartis, Heineken, Canon, University of Penn, Wyeth, Pfizer, Genentech, etc. Bill, an accomplished illustrator and 3-D artist has been responsible for creating medically accurate 3-D animation, brand identity programs, SCORM compliant eLearning modules and AICC Virtual Preceptorships, 2-D/3-D graphics for videos and the design and layout of posters, print, and Web 2.0 design/development. The unusual combination of the artistic and the technical result in innovative, striking deliverables. Bill’s combined strengths as a programmer and designer make him the ideal liaison between the functional teams and the creative group. He’s also in the midst of his M.A. in Instructional Design for eLearning at Pennsylvania State University.
