Add new directory within a site created with Wordpress.

For a platform that has three directories (search engines) within it, I need to add a new directory or, at least, a new category that says "Hotel / Flight" with a hyperlink that refers directly to the site [login to view URL]
Other developer say, isn't possible.
This is the conversation:
No we can't because, It's a widget /shortcode of theme and nobody can add a directory with elementor because we have to go through the theme functions then have to generate shortcode and have to paste it in the page. Then it will work. So he seems newbie on it. Tell him to work carefully. Otherwise the site may misbehave.
If we create a directory in the theme and then create a shortcode for it then paste it to the page then the directory search of the homepage will show a directory.
And it could be simple if it was not a dynamic widget of the theme. Though we can try by editing their code but if we do such things then there is 90% possibility of breaking the entire system we built.
