Website Template Needed - News Format

I need a website in html that can display articles on the main page, show articles by newspaper section, hold archived articles, and possibly has forum and/or blog capabilities. This website will be the internet extension of a weekly university newspaper and therefore must look professional and be easy to update from week to week by our staff. We will be using adobe Contribute to edit and update the website weekly. The site needs to be in html. PHP and other formats are not allowed.
