Socio-Political Website - betterlawsplease

Web Site Development Brief - hosted on a cpanel system

1. Betterlawsplease is intended to be a political social network, where British (UK IP only?) members can create/suggest new Acts or Bills (laws) to be considered publically for the UK Parliament.

2. The concept is that Members of The Community will in effect behave like parliamentarians. They can propose a law, they can second a law. They can vote on a law, they can comment on a law.

2.1. Each Act submitted will consist of three parts:

2.1.1. The Title - a maximum of 20 words

2.1.2. The Description - a maximum of 200 words.

2.1.3. The Submission – a maximum of 300 words

2.1.3.1. Thus

2.1.3.1.1. An Act to “remove all taxi and bus lanes from Central London”

2.1.3.1.1.1. This Act will ensure the free flow of regular traffic throughout the capital, by ensuring that buses and all forms of public transport including taxis are treated the same as private motors

2.2. It will also be possible to suggest an amendment to an existing Act. Thus:

2.2.1. An Amendment to The 2004 Companies Act – Staff Bonus payments for all quoted public companies

2.2.1.1. This amendment will ban the payments of bonuses to any employee for any quoted public company, which has failed to show a net profit before interest and tax in the financial year in the 24 month period prior to the end of the current financial year.

2.3. Proposers of Laws may make amendments to their own laws following suggestions from the other members. SO in the example of 2.1 above, if twenty members had left suggestions saying this was wrong and would be better only applied to taxis, the proposer of the law could amend it to read only taxis. But only he could make that amendment and both the original and amended version could be seen.

2.4. Once submitted, each Act will go on The Proposed Bills section of each Government Department.

2.5. Each Act must then gain four “seconders”, to go through to the voting stage.

2.6. Every fortnight, a list of Bills will be opened for voting

2.6.1. Each Bill will require at least 65% of the Membership to vote for them with a minimum of 100 members.

2.6.2. Each Bill will have a Yes – No – Abstain box and the numbers will be recorded alongside each Bill.

2.6.3. Bills will be available for voting only for that fortnight.

3. All visitors must register their name and email.

3.1. In addition Members must ask for various rights

3.1.1. The ability to make Comments

3.1.2. Propose new laws

3.1.3. Second New Laws

3.1.4. Vote on existing Laws

3.1.5. View Only

3.2. In addition Members can also ask to receive notifications about their special areas of interest – based on the available Government Departments shown below

4. The site layout should consist of a:
