Retweet with Twitter API

I want to have a website/page where people can log in with their Twitter handle and password and opt-in to retweet. I want to use the Twitter API to do so...but it should be pretty simple: someone registers with the (new site) providing their twitter login credentials and the site will have a list of existing tweets for them to retweet if they would like. They should be able to select one of three options: 1) retweet all tweets from the website or group on the website; 2) select and schedule any nuimber of tweets to retweet at a particular time or between certain hours; or 3) select specific tweets (perhaps by topic) that they want to retweet and then select when to tweet them. The site does not have to be pretty right now..I just want it to work...then we can handle making it presentable to the publci.
