Need a Social Networking Site Programmed

PLEASE READ ENTIRE POST. RESPONSES OR BIDS THAT DO NOT RELATE TO THE PROJECT WILL BE IGNORED AS WILL BIDS WITHOUT PROPOSALS. Looking for someone to complete a project. It's a social networking/dating site that we need programmed. Design has been completed (Pages). Logo has been completed. We own the associated domain. We own the associated Toll-Free number. Just need the site to get up and running. Should be compatible on all devices including PC's and Mobile (Both Android and iPhone). We have the pages for the site but no longer have the files so you probably have to recreate the pages, however, having the layouts will help big time as you will not have to develop the site, rather just copy the pages as they are in order to generate usable files. If things are changed slightly that is not a problem at all. Completion of the project MUST include getting it up and running onto a server (AWS or something equal) so that it is ready for public use. You must be able to incorporate a maximum amount of security/encryption for public safety and this must conform with USA standards/requirements. You must be able to integrate payment gateway. You must provide all source code, files, design work, logo, etc upon completion of project so that we may keep it for future work. You must agree to not use our design, templates, code, themes, etc or duplicate this work for future projects other than this project in particular. As always, we will NEVER under ANY circumstances pay for ANY project upfront. We WILL be happy to pay milestones as we go. SO; Please-- If you're one of those who are looking for upfront money please do not even respond as we have been burned one time too many by people who never produce or show any work after getting paid on here and just will not work that way anymore.
