HTML Expert Needed To Fix Resize Error

I need someone to fix the below problem - should only take half an hour for html expert - will pay $50 1st correct post will win the payment. Template: As you can see on: [login to view URL] if you make the browser window narrower, the top of the template, and bottom of the template resize down too much.
