Create Web Template from PSD

I want to create a css web template from supplied PSD files. There should be three links on the left as in attached file.
Home, Portfolio, Contact.
NB this has to work in all browsers so designing with HTML tables is not an option. Please use CSS divs.
When the user clicks on Home the sublink should come up as "Me" as per the attached file (Home)
This is the default home page.
When the user clicks on Portfolio the sublinks Web, Print, Photography and Other should appear on the right hand side. These should push the contact link on the left down as in the L_2 attachement.
The current page should have the small bullet beside it as in attached file (guides)
When the use clicks the contact link email, telephone form should appear on the right hand side. AS per attached file. (contact)
The form should also be included.
