Contact less Business Cards

I need a website(or what ever is best for my needs open for suggestions) that will have a home page and a contact us public facing page. there will be a back end to this, where i will enter user details and each user will have a unique url that i can program on a NFC card or create a QR code for. i need to be able to enable or disable each user detail if the bill is not paid. when the QR code or NFC card scanned the link should generate a contact on the scanning mobile allowing the mobile user to save that contact to their device. i don't know if a website will be the best place to do this or an APP, so please suggest.
what i want to do is open a contact less business card business. i should be able to program a link to the NFC card or print a QR code for each hosted business card and when that scanned by a mobile it should create a contact on android and ISO devices. let me know if you have any more questions.
