Build a website for intranet use for data entry of our production

We are a greek company repacking fertilizers in small packets.
We want to create a program in HTML in order to be accesible from tablets and PC in our production sites.
This program will receive data from our SQL server using our Intranet.
The user of the website will be the production worker.
This project will be completed in two STAGES and we would like to have offers for these two different stages:
Data entry will be done using two different ways:
============== STAGE 1 (1st way of making the data entry): ==============
1) Make a data entry for an already completed production.
a) The user will scan or type the workers that participated in this production
b) The user will choose the production site
c) The user will scan the produced unit
d) System will show details about the product and let the user type the quantity that we produced and type how many minutes or hours this production took.
e) See the reccomended materials that our SQL view is suggesting, and write a comment if you disagree with some of them.
d) Complete the production data entry and store the information in an SQL table.
============== STAGE 2 (2nd way of making the data entry): ==============
2) Make a data entry while the production is being made
a) The user will scan the workers that will participate in this production
b) The user will choose the production site
c) Scan every product they produce and make a sum up while we are producing it at the top of the screen
If we scan a product that is not similar to the previous one then we should notify the user that he made a mistake.
Because this way is a real time data entry, the user should be able to pause the production and resume in after his brake
d) Pause the production / Continue the production
e) Complete the production
f) See the reccomended materials that our ERP is suggesting, and write a comment if you disagree with some of them

This website should read data from our SQL views for:
Workers (code, name, picture)
Products produced (code or barcode, product description, picture, measurement unit)
Calculate the materials that we used using an SQL view that we will multiply with the produced quantity
This website should write date in one SQL table:
Create a unique number of production (this number should be calculated when we transfer the data on our SQL server)
Production site
Employee codes that participated in the production
Date of production
Code of product that we produced
Quantity of products that we produced
Total minutes that we made the production (only for stage two, stage one will leave this blank)
Comments of this production
and insert to an SQL table data of each production.
