Build me a website

I'm building a new website for a freelance translation service. A rough brief:
1. I'm in the process of creating a logo and branding which I will send to you
2. I'd like something clean and simple with a blocky design. I have a few examples of websites I like but here's one link as an example: [login to view URL]
3. I do not want anything such as delays entering site because you have to watch a logo unfold or moving images, etc, just a clean, simple, straight forward design
4. In terms of content, it would be similar to [login to view URL] but would include a French language tab, as well as English and Spanish + testimonials, which I'd like as part of each page rather than as a separate tab. I also like that you don't have to scroll down continuously with this website
5. I would like it to be compatible with all devices including iphone, android, laptops, ipads, etc
Can you advise if I would get back office access to maintain it in the future or if this is something you would do. Can you also advise how long it will take you to build and your availability over the next 4 weeks.
