Build a homepage for a search engine specialized for English writing

I am looking for a developer/designer to build a homepage for the launch of Engle, a search engine specialized for English writing. Engle will be a separate downloadable app, and the homepage is mainly for user communication and support. The attached blueprint describes in detail the required items and functions, and the design and implementation are left to the developer. The homepage will start simple, but will expand and add complexities later following the vision of a global English portal. So its first version should lay a good foundation for it. The current version (v1) will be built on a web platform, but I am open to building from scratch for v2. If you are interested, please read the blueprint carefully and give me your price, delivery date, and aftercare (bug fixing) plan. In your reply please include your answers to the following questions: - Why are you the best person to undertake this job? - What tools would you use to build the blueprint? - Do you see any issues with the blueprint and have solutions for them? - For v2, can you build the “user data management system”, described in the attached blueprint? If so, would you recommend adding it to v1 or building from scratch? - What milestones do you propose? Can we have a post-delivery milestone for bug fixing and aftercare, to be completed after the homepage is tested by actual users for one month?
