Help With Directory Website - Quickly

I need some quick help from an experienced website developer, for a website which will be a directory of lawyers within a certain legal specialty within the United States. (Later, this can be expanded to go global.)

Right now I have the websites of about 600 lawyers within this legal specialty. Part of the project is to contact the website owners concerning their participation in the website (ask for links and for advertising). Part of the project is to build the architecture for the site, including an internal search capability (for such items as location, sub-specialty, name).

I have done extensive Keyword research and have a lengthy list of high-value keywords that I must have incorporated into all tags, so this is extremely important. These Keywords will also be in the body of the content, which I will provide.

This project is to get the website structured, built, and populated with the data I currently have, in addition to contacting the 600 website owners. At the end of the project, it should be ready for submission to search engines.

I am looking for a real pro with a track record of success, who can do this job quickly, efficiently, and very well. Quality and timeliness are the two key things I'm looking for.

I know a lot about SEO and there may be an ongoing role if you are hired and do well on this project. I don't know how to develop websites, etc. so I am looking for that expertise. I am actually a lawyer myself within the specialty that the website will provide a directory for.

The ultimate goal of this project is to create a high-value-content website which will attract a lot of search engine traffic. I will monetize through three kinds of ads: Adsense, Advertisers of products for which I am an affiliate, and lawyers who participate in the directory.

I'd like the website to have a blog and/or discussion forum also, with the ability to create discussion threads on different specific topics.

I'd also like whoever is hired to explain to me how an RSS feed could work here, as well as social bookmarking.

I will not hire the cheapest provider, but rather whoever has proven to me they are the best and ready to move the fastest. At this time I do not have a firm cost budget in mind. Please leave me a PM if you have questions or need clarification on the scope of the project.
