Convert a Template to a Website

I have a PSD website template. I need it converted to a C#.NET website. The PSD should be "sliced" to smallest parts possible and optimized while maintaining look and feel. Quality CSS should be utilized. The site content should read from a MS SQL database and have an admin panel to add/edit content pages. at start will contain 5 pages.
Site content will be provided once bid is one.
Not critical but a mobile friendly version of the site would be nice.
At completion I will require and own all Source Code files. If skills are sufficient this project will expand.
