Let me start off by saying I know only basic HTML code, and I have very little knowledge of any other types of coding languages. Your input will be most helpful in what types of coding languages and methods would be best for the newly designed site.
What I am looking for is someone who can redesign my Japanese multimedia review website [url removed, login to view] (There is some adult content on the interior pages, but all links provided in this listing will be to "work safe" pages. Also, the home page and anime review sections are safe if you want to look around to get a feel for what exactly I'll need from a new design.) The current design is about 9 years old now and is in desperate need of updating. Right now it's just html code with a simple CSS that only changes a few items. It doesn't have site wide navigation, I have to make any changes I want with the general design to each page individually, and it is never changing at 600px in width. So what I'm basically looking for someone who can bring it up to speed with a whole new design, including new images (banners with anime characters), a new layout, and an ability to make design changes to all pages at once (through CSS or something similar I would imagine).
So I have come here to find someone to hire for the job. It includes:
1) A custom overall design for the site, coding in an updated language that allows for site wide changes to be made quickly and for a dynamic site that adjusts itself to the users screen resolution or at least can adjust through a fairly large range.
2) Some pages may need to be tailored for specific elements given their content. For example, the links pages and review pages:

3) Custom images (A main banner, various banners for each section of the site (anime, bishoujo games, etc)
In terms of the design, I’m looking for something with a light, open and non-template design. Colors should be light, especially the background since this is a site which requires people to spend a fair amount of time reading. (So no red background with white letters that gives you a headache after thirty seconds). I’d sort of like a more open feel to it, not boxing everything into its own little space. I don’t know how much sense that makes, but we can discuss ideas further.
The images (banners) should be custom made, giving off an anime feel. I can provide you with images to use in the making of these, or you can go for it and test out some yourself and we’ll see how it turns out. It’s better if they are not too obtrusive (I don’t want banner images that are 500px in height or anything like that). I also would like for there to be an ad that’s either 468x60 or 728x90 (which works better in the given design, preferably the larger one if possible. I'm open to other options as well, such as a tower ad on the side, but just keep the fact that there should be an ad somewhere in mind.)
I'm very open to any thoughts or idea's you may have on the subject as well. You're the expert after all.
For all potential bidders, a portfolio of your work is a must. I have to see what you have done before to gauge how good you are and how well your style fits with the design I want. My budget is $250-$750, I am open to either end but make sure you have something special to offer if you're going after the upper end. We can figure out payment terms after talking for a bit about the project, however I do prefer to pay the first amount after we have a solid design already decided upon. (Not made, but a good idea of where it is going and what it would look like to make sure we are on the same page). Holding money is escrow is fine.
Oh, and since I'll be having to migrate the current site to the new design once it's done, I'm probably going to have to need some help in explaining the basics of the language and how I will set everything up on it. Probably won't be a lot, I just need to know how to work with the code for adding info to it.
One final note, I plan to have a back end coded after this, so the site code should be able to work with PHP or something similar. If that's even a concern.
