New Auction Bidding Website Development in Joomla

Hello, I would like to have an online servicing auction bidding website like freelancer.com or [login to view URL] using Joomla. Works can be anything, it can be a painting job or a hardware fixing of any kind of material, or just homework writing or logo design etc. Basic Functionalities are listed in below: - Create / edit / verify worker and employer accounts - Post, edit projects for employer and sending automatic messages (in-site message, email, sms) to related workers - Browse/search projects for worker - Showing bids in a table (name, date, city, last bid, portfolio, avg. rating, competition ranking, etc.) - Selecting a bid (commission taking, escrowing) - Payment (3D Secure credit card, Paypal, etc.) - Private messaging to/from worker and employer - Rating worker/employer - Mediation / Arbitration - Blog page - About us, contact us, help, legal, latest news, FAQ, our happy customers pages - Admin Panel (add, edit, view, delete categories & skills & projects & accounts & messages / manage ads / edit front-end in website ) I will translate whole website to Turkish so admin panel should allow me editing front-end (words) in the website. Back-end (database) can be English. I require complete and fully-functional working program(s) in executable form as well as complete source code of all work done (so that I may modify it in the future). Site must use master templates, so we will easily change the templates of the site. PC and mobile based all big browsers (IE, firefox, chrome, safari, etc) shall display the website.
