Facebook App + Picture Rate Website

Hello and welcome to my project. (Please read the requirements fully) I am looking for a proven website designer with exceptional skills in web design and a good feedback. I will only be interested in people who take the time to send a personal pm (not a factory batched message that is sent to all projects). The project is for a face rating/battle website with a list of features (discussed in pm) and for a facebook app to be joined with it. Please let me know how much experience you have with the facebook platform as this is very important. I want the website to be custom coded to look unique and not a batch script which i have seeen on various number of occasions. I have a budget but will determine which offer is best in terms of quality offered/price, I will not accept offers who automatically choose the highest price but the offer that reflects the amount of work that is needed. I currently have a domain name but i am also in need of a logo so that will also bee needed to be created. Once the logo has been decided upon the website/Application can be based around the logo.
