Build me a Resume maker tool and Scrapping tool

At IMPACT, we are looking for a web developer who can create a Resume builder and a scrapping tool.
1. Resume builder: We need a tool that can automatically create a (pre defined) good looking Job Resume pdf when the details are input by the applicant.
How exactly we think it should work?
Applicant (someone looking for a job) will need to fill some fields. Post filling the fields, he/she will click on GENERATE CV. Upon clicking, a good looking Job resume should be generated in pdf as well as word format.
2. Scrapping tool: A scrapping tool is required that will automatically fetch data from other websites and the data will be organized and put it on our website.
