Urgent WordPress Migration Expert Needed

I need my existing WordPress site moved to a new hosting environment right away. The job goes beyond a basic export/import: every theme and plugin must come over fully functional, and all user accounts with their current roles and permissions have to remain exactly as they are now. Several pieces of custom PHP code are embedded in the active theme, so nothing can break or be overwritten during the transfer. If any hooks, filters, or custom functions require path or database-reference updates, please handle those as part of the move. My ideal flow is: create a temporary staging copy, confirm the custom code and logins work there, then push it live with minimal downtime. I will provide current host access (cPanel + phpMyAdmin) and credentials for the target server as soon as we start.
