Simple Google Photo Uploader from Folders

Job Description:
Currently the only way to upload folders to Google Drive and have them as albums is to do them one by one which is time consuming.
We need you to create a simple windows based application to upload photos into albums in Google Photos via the Photos API
Work flow will be as follows:
Click a button to authenticate with Google Photos API
Click another button to select a windows 'folder' which contains 'subfolders' of photos.
Click Upload
The application will generate a new 'Album' for each 'Subfolder' and upload the photos into it.
There will need to be handling for if an 'album' already exists with that name then ask the user if they want to overwrite or not.
Display a progress bar and text output so the user can monitor upload progress.
You will need to provide a working app along with visual studio VB raw code which we can compile our end and execute.
Please only reply if you have had experience with visual basic programming and the Google Photos API.
