Decompile a Custom .EXE

I have inherited some VB.NET software which I need to rewrite in a more up to date version.
The person who originally wrote it did it in .NET Framework 1.1 - so very old. This person has now retired and is not contactable for assistance.
I need help in decompiling the original .EXE and re-writing it in C#.
The first part - decompiling the EXE - is the most important bit. This should not take long and for this reason it is a micro project at this stage. Depending on what I see once decompiled, then we can talk about the additional work to re-write it on a newer platform.
Versions of the .EXE and a backup of the SQL DB will be supplied to the successful bidder.
