Small video project FCP X or Adobe After Effects

I would like an effect produced exactly the same as the one shown via this link:

The actual newspaper image I want to use is attached.
Please do not concern yourself with audio or titles, I will attach audio & titles to the clip later.
Do not concern yourself with titles, again, i will add these later.
I am interested in the effect that runs from [url removed, login to view] [url removed, login to view] in the attached clip.
Please note that it is the FCP X or After Effects project file that is the deliverable, not a rendered video (although, obviously, i will produce a video from the Project Files)
You will notice that in the attached clip there is panning to 3 places in the clip.
In the clip based on the image ive supplied, those three stop points are labelled stop point 1, 2 and three. The 'camera will pan to these points, delay a second or so (as in the clip), then move to the next, exactly the same way as the clip provided (and with the 'newspaper' at the same angle).
If you want, you could knock up a quick demo to show you have grasped the concept (you can of course watermark this).
Please note that I don't just want 'near enough' the same as the clip (I could do that myself) so please do not bid unless you are 100% sure you can produce the effect - that is movement, angle of the shots, lighting, and mask.
