Vectorise & layer a cartoon cat character for Rive animation

I have a cartoon cat mascot illustration (JPG). I need a full professional vectorisation from scratch. Work directly from the original JPG reference image provided. What I need: Fully vectorise the character from the JPG — clean smooth paths throughout, no jagged edges, no gaps Separate the character into individually named layers ready for Rive import: Hat— top layer Head / face Eyes (left and right separately) Nose Mouth Cheeks / blush marks Whiskers Ears (left and right separately) (not in sample but should be added) Body / torso Embroidered waistcoat — simplify the geometric pattern into a clean flat design, do not trace every stitch detail Left arm and right arm separately Left leg and right leg separately Shoes (left and right separately) Tail Remove the drop shadow under the feet All original colours must be preserved exactly No gradients — flat colours only throughout Deliverable: Layered SVG file with each body part on its own named layer, ready to import directly into Rive Source .ai file Important notes: Final result must look clean, friendly and polished Each body part must be completely separate — arms, legs, and eyes cannot be merged with the body Joints should overlap slightly (e.g. arm overlaps body) so animation pivot points work correctly in Rive Do not use Image Trace — all paths must be hand-drawn with the Pen Tool for clean professional results Please share examples of similar character vectorisation or cartoon illustration work in your proposal.
