Load Menu in vb.Net

Alpha-numeric menu(+2 more) used to create child menus for filenames once clicked
Create an optimal subroutine to disable the menu if it has no files on 1 sec. timer
Load all filenames into menu by first two characters, Example: A-->Aa, B-->Ba
Menu should be enabled or disabled and cleared & loaded when clicked, for example:
Click A menu > Clear A menu > Create applicable child menus(Aa, Ab, Ac)
...while creating menu and link to the file's full path
There are 4 directories & 29 menus in total
