Very simple dialogue system for 2D image

Job Description:
I'm after a simple dialogue system, this is not a game it's simply a 2D gif placed behind a simple text dialogue box. See image reference attached. It will have several menu options to navigate through the story. The background image won't change.
Text should be displayed in a typewriter style, like a traditional NPC dialogue.
Final delivery will be WebGL or somehow embeddable into a web browser.
