I saw your requirements and I can build the game for you, but I would like to do the coding and Unity part myself, along with UI, but the modelling part can be done with the help of a professional 3D modeller instead. Ofc I will be taking less of your budget, you can give that part to 3D modeller. I am suggesting this way because most Unity developers are not efficient modellers for mobile games, and it will create issues on weaker devices on the long run.
