Telemarketing Campaign

My company provides many services one of which is reducing property taxes for those who are being over-assessed. I am looking for a telemarketer/company to call homeowners who purchased Real Estate between 2005-2007. All of California will work however I prefer L.A., Orange, Ventura, San Bernardino and Riverside Counties. I will also need the candidate to have a list with this criteria (purchase date 2005-2007).

I need for candidate to set-up phone appointments in which I will give final details and answer questions. Candidiate should have some basic knowledge of Real Estate Taxes (it's not too hard to understand), should be able to create urgency, and sell a service price of $200 USD for document preparation. Basically all I want to do on my end is introduce myself, answer the trivial questions and collect payment. Client shoud be 80% committed to doing business with me prior to me calling them.

As payment I am willing to escrow an amount of $100. I will pay per appointment ($2-$5). So once you hit the agreed upon appointment number and after I have reached clients to verify validity of the leads I will release the funds. I will pay regardless of whether or not they work with me but I will NOT pay for leads that aren't meeting the qualifications I posted above. This is basically just a test run to see how this works and will be willing to open up further upon success. I have several aspects of my company that can use marketing services and would prefer to start a relationship with one solid contact.
