Secure cloud server for file storage

Our company recently had a break in and computers with important files on them were taken. We've been advised to start keeping a server in the cloud to store copies of all our important files. The files contain non-public information so we are nervous about the idea of storing it in the cloud. We are looking for someone who will make sure that the cloud server is only accessible from the company office and that no one else in the world can get to it. We currently use WinSCP to access our internal company file server and would like to be able to use the same tool to access the cloud file server.
-We need this to be in Azure.
-The server should run some type of Linux.
-We are looking for a solution that will cost less than $65/month.
-The server should have 10 logins.
-3 of the logins will be managers and have access to all folders and files.
-7 of the logins will be employees and they should only have access to some of the folders and files.
-We'll need some training documentation to inform us how to list a folder as manager access only.
-We need the server to automatically update itself so it stays secure.
-We need a report emailed nightly to our auditor from the local server and from the cloud server that shows all the files, and some sort of a signature that shows the files are the same and have not been modified.
*We will provide the freelancer with a remote login to the local server as well as a login to our Azure account to setup the new server.
