This project is to help with the Windows licensing details and Windows operating system installation on an OVH dedicated server that I am in the process of setting up. Although I have leased and set up dedicated servers before, my profession is an online bookseller, so I don’t have an IT background.

The server uses two Xeon Silver 4214 processors. I believe that each processor has 12 cores, so the total number of cores that needs to be licensed for the server is 24 cores.
I would like to install Windows Server 2019 Standard Edition X64 on this server.
II. Licensing Help.
The first part of this project is to confirm what licenses will need to be purchased to install Windows Server 2019 Standard Edition X64 on this server.
I believe that the total number of physical cores for the server is 24 cores, so I believe that I would need one 16-core license and four 2-core licenses to cover the server. I just need confirmation that this is correct before purchasing the licenses.
I would also like help in finding the most affordable source for purchasing the licenses (that is not a scammer).
III. Installation Help.
After I have purchased the necessary licenses I will grant access to my OVH account to install Windows Server 2019 Standard Edition X64 on my server.
Windows Server 2019 Standard Edition X64 is not one of the operating systems available as an OVHcloud template for this server, so I presume that the IPMI service will need to be used to install the operating system.
After the installation is complete, if it is possible, I would like for the installation to be saved as a custom “template” so that if the operating system needs to be re-installed in the future it can be done more quickly using the template.
Once the operating system is set up I have a programmer who will be helping me to migrate-over and set up my software on the new server, so no additional work would be required after the operating system is installed and the server is working correctly with the OS installation.
