Rewrite a Delphi App in VB.net

I need to rewrite an app asap in vb.net and Ms-Sql Express. The current app is written in Delphi 1 and I can give access to original software and source via remote desktop. The client is a demolition company and needs to record what equipment/staff is used along with cost/hour as well as record where material was disposed of disposal cost. Software will also record vehicle service history.
The new application needs to work the same way as the old app (as close as possible but I understand it may not be exactly the same) with similar reports. It will need to service 5 users with a server for the database.
Old software is a database of demolition jobs, vehicles, trucks, labour staff and rubbish tips that where used for the job and the cost. After creating a demolition job the software can then allocate the trucks and staff members to the job and show the hourly rates for the trucks and staff members. The client can then run reports to check what the job costs and how much to invoice their clients. (invoicing not required)
I have attached a screenshot of the menu screen I will upload more screen shots of the old app over the next few hours.
I would like to award the job to the successful person in the next 48hrs as I have limited time to complete the project. Please provide an approximate estimation of how long it would take to complete as this will help decide on who to choose.
