We are running Microsoft Office Accounting Professional 2009 (MOAP). The database behind this program is a Microsoft SQL server 2008. The Microsoft Office Accounting Professional 2009, and Microsoft SQL server 2008 are both stored on a server running Microsoft Server 2003 on a local network. We have 7 PCs running MOAP (client version) reading and writing data on the server simultaneously. The problem we are facing right now is the performance of MOAP. Whenever one client PC is saving new invoices (writing new data) on the MOAP server, it is almost impossible for other client PC to perform any tasks on it. The program would freeze for 3 to5 minutes before it would work again. Once the client PC is done saving data on MOAP, other client PC would regain control and better performance of MOAP. We have begun using this software since January 1, 2008. We have not run any optimization, indexing, or data shrink since then. The error we usually receive from the program is “Database Timeout??, or freeze program. A lot of time when we receive a Database timeout error message, we would most likely lose control and the data of what we would be doing. It usually requires the user to close and reopen MOAP in order for it to work again. We have also notice that whenever our staff is remote accessing one of the Client PC From oversea to use MOAP, it would reduce the performance of the entire network. Our goal is to optimize the performance of our database, which would eventually lead to other client PC to run smoothly while simultaneously accessing the database. Over 5000 tables are stored in the current database. Server access and network access will be given to the developer.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

All of the Client PCs and Server are connected via a 10/100M 24 port D- Link. The switch is connected to a Cisco 851 router, and the router is connected to a DSL modem. Our broadband is a 10M symmetric connection.
