Write some software

I need you to develop some software for me. I would like this software to be developed . I have an app in development that will be done in 3 weeks. Currently it identifies houses in need of a new roof and provides the street address. Then a human takes the address and finds it on google earth and google street view. They confirm they have the right address by checking the street number on the house in street view. Once confirming they have identified the correct house, they then measure the house, using the ruler tool in google earth, section by section gathering length x width x pitch OR they measure the square footage of the footprint of the entire house and provide the average pitch to multiply it by to arrive at the square footage of the roof. They must also measure the lengths of the eaves, gables, hips, ridges, valleys and wall flashings. They must enter this information into the app in specific fields. They must take 2 screenshots, one of the front of the house on streetview and one of the roof of the house in google earth view. Once the app has all the measurements, it completes the rest of it's task. I would like to train an AI to do this task inplace of a human or some type of solution to do this task in place of a human. I have roughly 3500 addresses measured where the data can be used to help with training (if that helps) and i will also have several people doing this everyday with new addresses. In 3 weeks time i will need approximately 2000 addresses measured a week. In 6 months time i will need 50,000 a week and in 2 years time i will need 250,000 a week. I would like to automate this process. Please tell me how you could solve my problem and how much it would cost.
