Write an Android & IOS application based on Web Based Application

I want to create a web / cloud based web application along with android and i phone apps development for an interactive health / medical referral system. Web Application and Apps are to be available for download to public and doctors for free. 1. Web application will maintain a database for both doctors and public (potential patients).
