Software give permisions to access internet only if my android or IOS app downloaded in the device connected

please only who can do it apply,

as mentioned in subject i need software provide internet for devices connected to router only if below happened :

1- when connected open web page which have android or ios icons and download link for my app in store ( so the router will give access to store only first )

2- when client download the app then give permissions to this phone to access internet

3- if app already downloaded the user should access internet directly
