I am trying to run C interfere with COBOL program as per gnu COBOL
manual (windows environment) but getting error as below while compilation
C:\gnucobol>gcc -c ‘cob-config --cflags‘ hello.c
gcc: error: `cob-config: No such file or directory
gcc: error: unrecognized command line option '--cflags`'
I need help someone to fix gnucobol windows setup. Max budget $5 to fix issue

The cob-config is a program which is part of 'gnucobol'. The 'cob-config --cflags' comand will gives the compiler options to the gcc compiler. So make sure you have installed 'cob-config' in your system(command : C:\gnucobol>cob-config --cflags).
In your case seem like the command has a syntax error using wrong quotes character with cob-config command. The cob-config should run with tilde charater(char below the esc key) as below.
C:\gnucobol>gcc -c `cob-config --cflags` hello.c
