Create Custom Reviews Marketplace Platform (Similar to Jobs Board)

I'm looking to have developed a reviews request marketplace platform that connects businesses with reviewers. This platform at its essence perform similarly to how Upwork or any other freelancer platform would work - so if you already have a codebase that can be modified to suite the needs of this particular platform, then that would be helpful.
I have mockups available in Balsamiq and I will be sharing the mock-up presentation with select developers that can demonstrate a unique capability to bring concepts to fruition in a quick and reliable way.
Here is a bulleted list of features:
- Review Request Creation (similar to creating a job post)
- Reviewers can apply
- Brands pay reviewers through the platform to buy the products (use Stripe ACH)
- Brands pay a monthly subscription fee
- After review has been completed, the platform should scrape the page in question to see if the review has been left
- Platform will use order #'s to determine order status
-Automated email messages based on review status
The above is a high-level overview of features and for the right candidates I will share mock-ups that will provide additional details.
