Command Line PC USB Camera Control

I need to use USB 2.0 and 3.0 cameras that interface to a Windows PC.
I want a command line executable that I can call from inside Processing , via an Open() command
I do this successfully with another utility in processing that allows me to execute a scan .exe that sets the scanner parameters and initiates a full scan to a file.
I can then read this file and successfully do all i need for image analysis.
I have tried several cameras with [login to view URL], a capture utility. But it only allows device settings for contrast and brightness in the full window when the application is running.
I can use command line options for grabbing a image with Debut and that works form processing.
Since Debut allows access to these Device settings if they are active, I assume this coudl be done with a Windows C, C# etc. program.
My wish list for what this utility should do are:
List cameras recognized by Device Manager as available
Select Camera
Select Resolution
Select Framerate
Set Contrast
Set Brightness
Grab one Frame
Write to [login to view URL]
Useage in Processing:
Open("WinCamCtrl Camera,Resolution,Framerate,SetContrast,SetBrightness c:\processing\[login to view URL]")
Upon execution the image would be written to [login to view URL] in the path given.
If no path is specified , the file is saved in the current directory
If an option is omitted the following defaults would be set:
Select Camera 0 or default camera in Windows, error returned if no cameras
Default Resolution is 640x480
Default Framerate is 30 fps
Default Contrast is dependent on camera setting. Should be set at half of whatever the range is.
Default Brightness is dependent on camera setting. Should be set at half of whatever the range is.
Always Grab one frame and write to filename as .png and return per call.
