SEO Requirements on regular basis

Hello Readers, I want to perform SEO on my 3 sites. One is the official web site of software development company. This is a complete HTML site. This has got some SEO done and results also but poor. Other two sites and content-rich web sites on Web Technologies and PDA/Handhelds topics developed in PHP. These sites' content is based on RSS feeds. I can convert this entire site in HTMLs, if you wish. All sites are clean with CSS. I invite bids from SEO experts who can get my site ranked on Yahoo, MSN(1 week) and Google Search Engines. NO BIDS, SAYING ONLY "I CAN DO IT". PM me with answers to following. 1. How much time will it take for you to get me on top for said keywords on all 3 search engines? 2. What information other than FTP you need from me ? Do I need to do anything? All sites are on good web hosts and with good speed. 3. How much time this ranking will sustain for me to stay on top ? Do I need to do something constantly with this to stay on search engines ? If yes, Will you help me?(I am really open to this. Because, I am concerned only for present job). 4. Again, I do not consider bids saying "I can do it". Tell me, why will you be able to achieve the results for me ? How will you do it in short time, and also make sure that I can stay on top for longer times ? 5. If there are some wrong techniques, that can bring us on top quickly, let me know. I will think.
