Leadership in the public sector has been a topic of concern for several years (Wart, 2003). Identifying the most appropriate type of leadership in the public sector is especially important given the increased requirements for the accountability, effectiveness and governance of a government (Cameron, 2004).
In order to have a clearer understanding of the need for identifying and selecting the right leadership in the public sector, it is important to have a prior understanding of the existing conditions in the public sector. Leaders in the public sector are in place because of the desire by public-sector stakeholders to improve the conditions of running and carrying out activities in the public service; whereas the concerns of improving leadership in the public sector and how to achieve excellence in public service have always been perennial concerns, the present moment is especially a convenient time to give them a consideration due to several reasons. One of the reasons is that the tasks faced by those in positions of leadership in the public sector are ever increasing in their complexities (Drennan & McConnell., 2007). My research is about leadership in the GCC so it important to include the challenges that GCC nations face. The GCC context regarding leadership in the public sector must be highlighted.
a) How can a public sector organization identify, select and hire potential leaders?
b) What are the necessary requirements for leaders to possess so as to be given leadership positions in the public sector?
c) What are the positive impacts of good leadership and adverse impacts of poor leadership in the public sector?
The purpose this study is to demonstrate how selecting and placing the right leadership in the public sector can lead to improved governance, effectiveness and accountability for the government. The research aims to show how the public sector can build a leadership pipeline so as to sustain a country’s competitive advantage. As such, there are five specific research questions that this study will attempt to answer, and they are:
1) How can a public sector organization identify potential leaders in terms of competencies and personal traits?
2) What is the impact of effective leadership on the performance of the public sector body?
3) What is the impact of effective public sector leadership on the competitiveness of the country in terms of accountability, governance and effectiveness?
4) What are the complexities and challenges facing the modern-day leaders in the public sector?
