First, if your Play Console developer account is a personal one opened after November 2023, Google requires 12 testers opted into a closed test for 14 continuous days before you can even apply for production access. Second, a random stranger chat and call app counts as user-generated content, so review will specifically look for in-app reporting, blocking and a moderation path.
