I need a web based voucher management system.

I need a new website. I need you to design and build it. Here voucher does not mean coupon etc. It is management system of cash/payment voucher i.e. used in accounting.
Technology:
> MERN Stack
> Deployment on Heroku.
(NOTE: In Heroku storage is ephemeral and we do not want to lose any file. )
> MongoDB Atlas
Stories mentioned below categorized by user type:
Standard User:
1. User should be able to login using username & password and Microsoft authentication methods only. (No sign up, only login)
2. User should be able to change password.
3. User should be able to request payment voucher.
4. User should be able to cancel the Payment voucher before approval procedure. (cancel doesn't mean delete)
5. User should be able to feed and view expenses against the voucher.
6. User should be able to only delete/create expense. expenses can never be modified.
7. User should be able to delete expense only before the approval.
8. (optional) User should be able to upload bill against the expense.
9. (optional) User's Current location should be attached with the expense feed.
Privileged User:
1. User should be able to login using username & password and microsoft authentication methods only. (No sign up, only login)
2. User should be able to change password.
3. User must set PIN after first login which will be later used for voucher approval.
4. User should be able to change PIN.
5. User should be able to approve voucher request using PIN.
