Hi, the key part of your project is transferjng power or signal through rotating motor. The solution for this required slip ring. The number of cabke wiring quit depend on how big of your fan. If the fan is small you can only use power cable to send to LED. If the fan is large enough you can put tiny crcuit or controller at rotor centor cover.
