Small signal stability using an open source software/module

Job Description:
I need help performing small signal stability analysis (eigenvalue analysis) on the IEEE-39 bus system. As input I have the .RAW (load flow data) and the .DYR (dynamic data) files of that system. My preference is to either use Python or Julia to perform this analysis. In Python there is a module called "Andes" that does exactly that. In Julia the module that can do this is "PowerSimulationDynamics".
So I do have the command to perform this. However, I see to have issues either compiling my scripts (Julia and Python) or simply installing the necessary modules (that's the case with the Julia module).
I would need help from someone who is familiar with these modules and with eigenvalue analysis. If you think you can help, please let me know.
