Hold and Approve multi select

Job Description:
I am looking for a solution to our message flow bottleneck. Currently we have an approval process that we use to send emails to vendors. All these messages go through an approval process. The approver approves the messages, and then the selected message gets sent {one at time}. (That works as MS designed it to work) But we are doing this more for timing thing then for an approval of content. We want to wait for another process to complete before we release the messages.
What we would like is something similar to MS's hold and approve process but we would like to select the messages to be approved from the folder level shift click or control click to select 10 or 20 messages that are to be sent and then right click and select approve or send and have those messages sent out.
